Jolshiri Abashon Building Plan Approval Process

JOLSHIRI ABASHON is the first smart city in Bangladesh. It was founded on 11 April 2011. This Aashon is the concern of the Army Housing Scheme (AHS). The Abashon is located under Rupganj Upazila, Narayanganj. The size of the project is about 2136 Acres of land and 9 square kilometers of covered area. Jolshiri project is surrounded by a number of excellent neighborhoods. Bashundhara Residential Area on the West. RAJUK Purbachal New Town on the North. Madani Avenue on the South. And the Shitalaskhya River on the East. Jolshiri Central Park is the next-generation amusement destination. Our main motto of this article is to discuss the Jolshiri Abashon Building Plan Approval Process. SHELLMARK LIMITED has already conducted several project consultancy there. We have both the experience and expertise to design and plan approval from the Cantonment Board Authority (CBA).
JOLSHIRI ABASHON Office Location:
The administrative office is at Zia Colony, Dhaka Cantonment, Dhaka- 1016. Office Opening Hours: 8:00 am to 4:00 pm Saturday to Thursday. Friday is a Weekly Holiday. All required documents and drawings need to be submitted here. The front desk preserved all submitted plan for further proceedings.

Plan Approval Authority, Rules and Code etc: RAJUK Approval not required
- Plan Approval Authority: Dhaka Cantonment Board Authority (DCBA). Jolshiri Project Office, Zia Colony, Dhaka Cantonment, Dhaka-1016
- Plan Approval Rules: Jolshiri Abashon Project Building Construction Sub-Act-2023. The rule was gazetted on November 6, 2023. SRO No-305-Act-2023
- Building Code to Follow: Bangladesh National Building Code-2020
- Time Required for Plan Approval: 45 days from the date of successful application and submission of all required documents.
- Plan Approval Fee: Fee of BDT.25000 (Twenty-Five Thousand) to be deposited by Trust Bank Limited, Principal Branch, Dhaka Cantonment.
- Validity of Approved Plan: Maximum 2 Years from the date of plan approval. Construction must be started within this period otherwise approval will be invalid. There is a chance to extend the approval validity by applying before expiry date. Renewal fee may be applicable.
- Car Parking Requirement: At least 1 parking for each floor. Car parking must not be projected to the setback area.
- Pile Requirement: Precast and cast in-situ pile not allowed in the project. Spun Pre-stressed Concrete (SPC) pile must be used. Bangladesh Machine Tools Factory (BMTF) is the manufacturer of SPC Pile.

- Application Payment Receipt
- Land Use Clearance (If Any)

- Soil Test Report
- Passport Size Photo of Landowner
- NID Copy
- TIN Certificate
- Tax Return Acknowledgement Slip
- Digital Survey Report
- Architectural Design-8(Eight) Copies ammonia print duly signed by Cantonment Board Enlisted Architect.
- Structural Design-8(Eight) Copies ammonia print duly signed by Cantonment Board Enlisted Structural Engineer.
- Enlistment Certificate copy of Architect and Structural Engineer
- Sample Signature of Architect & Structural Engineer
- Sectional Drawing of Entry Gate & Ramp

- Load Calculation Report generated from ETABs Software

Required Information and Drawings to be in Approval Sheet:
- All drawings must be submitted on standard A0 to A4 in 80gsm paper
- Drawing dimensions will be in International Metric Unit
- Plot Owner Name, Address, Mobile Number and Self-Signature on Application Form 301KA
- Name, Address, Mobile Number, Membership Number and self-Signature of Architect & Structural Engineer.
- Plot, Road and Sector number with surrounding details.
- Site Plan with 1:4000 Scale showing North Direction, plot and Road Number including all measurements.
- Layout Plan in 1:200 Scale showing location of Septic Tank, Soak Well, Drainage Network, Entry-Exit, Connecting Road width etc.
- Floor Plan in 1:100 scale showing Ground, Typical, Mezzanine Floor Plan, Roof Plan, Parking, Driveway, Stair, Lift, Lobby etc.
- Building X-Section (At least 2 X-sections) in 1:100 scale showing ground level, plinth level, mezzanine, loft, facade, floor height, lift machine room, parapet wall etc.
- Building Elevation (Four Side Elevations) in 1:100 scale showing all elevational measurements.
Important Considerations:
- The minimum connecting road width will be 25 feet.
- Maximum G+8 storied building is permissible for Residential projects.
- Maximum height of the building will be 96 feet from the Plinth Level.
- Overhead Water Tank and Lift Machine Room will be within this height.
- There will be only one Entry and Exit for a single building.
- Plot merge and unification are not allowed in Jolshiri Abashon Project.
- Sun shed to be extended up to 15 Inch beyond setback area.
- The width of Vertical Fins will be 5 Inch only.
- Maximum plinth height will be 2 feet and 6 Inch.
- The height of Mezzanine floor will be maximum 16 feet
- Minimum space for 1-car parking will be 120 square feet.
- Parapet Wall not more than 4 feet height.
- There will be lightning arrester and civil aviation signal light at top.
- Maximum height of boundary wall will be 2.5 meter.
Qualifications of Architect:
- Corporate Member of the Institute of Architect Bangladesh (IAB)
- Minimum 8 (Eight) Years of Architectural Design Experience.
- Enlisted to the Cantonment Board Authority as an Architect.
Qualifications of Structural Engineer:
- Corporate Member or Fellow of the Institution of Engineers Bangladesh (IEB).
- Minimum 8 (Eight) Years of Structural Design Experience.
- Enlisted to the Cantonment Board Authority as a Structural Engineer.
